Doctor of Law, Professional Public Management and Secretary of Local Administration, she is Co-director of the Localis Network and Co-director of the Chair of Good Local Government (UVigo). Corresponding academic of the Royal Academy of Jurisprudence and Legislation of Spain, and Associate Member of the International Academy of Political-Administrative Sciences and Future Studies (IAPAS) of Mexico. Associate Professor of Administrative Law, Rovira i Virgili University. Member of various Editorial Boards and Editorial Boards of prestigious magazines and the Scientific Council of IAPAS, Mexico. She is President of the Association of Women in the Public Sector.

Author of more than one hundred publications in specialized magazines and various monographs, she has directed and coordinated several collective works on public management, electronic administration, transparency and public contracting, and is a speaker and speaker at various public and private institutions, both nationally as international, and professor in various Masters and University Postgraduates. Member of the Analysis and Proposal Group for the Reform of the Public Administration in Spain, in her activity she collaborates in research, pre-legislative and reform work with the different public administrations and in the FEMP, she is coordinator of the Working Group "Integrity in Public Procurement Local".

Her work has been the subject of various recognitions such as the VII Masaguer i Mir Prize for the Best Local Law Book, Outstanding Public Innovator 2016 and III Ferrán Termes Prize for improving transparency and efficiency in management 2019 and First prize at the XXXIV CLAD Contest on State Reform and Public Administration Modernization 2021 and has been granted Recognition as an international benchmark in the promotion of the SDGs and the 2030 Agenda, by the Ibero-American Network of Governments and Institutions for the achievement of the 2030 Agenda -RIGIL (2022) and the ENATIC Digital Innovation Award 2022
